Bin Laden reorganizing al-Qaeda

Reuters says that Bin Laden is reportedly back in charge of al-Qaeda and has re-established links with the Taliban.  They are planning on making attacks against US soldiers in Afghanistan.  Bin Laden is also reportedly planning on more attacks on US soil, but is waiting for the US to attack Iraq.  This sounds more like a weak attempt at trying to scare the US public into not supporting an attack on Iraq.
